Special Event Guidelines

These guidelines have been developed for any person or group that wants to conduct a public event in the city of Las Vegas.

What is a special event?
An activity consisting of any of the following events which are not offered on a continuous basis, whether or not a fee is charged for admission, entrance or other participation:

  1. Live musical events or dances;
  2. Community celebrations and observations;
  3. Residential block parties; 
  4. Parades;
  5. Running or Walking events;
  6. Grand Openings;
  7. Fireworks displays;
  8. Building implosions; 
  9. Circuses or carnivals, fairs, rodeo festivals, arts and crafts fairs, tent revivals, haunted house, amusement events; and,
  10. Other similar types of entertainment or events.

A special event in the city of Las Vegas, depending on the size and nature of the event, may require additional reviews from various departments within the City prior to being approved.

There are a number of special event related permits that may be issued independent of the city special event permit.  The following is a summary of the most common permit types you may be required to obtain if you are planning a special event:

  • Alcohol Use Permit
  • Building Permit
  • Electrical Permit
  • Fire Permit

In order to assure that the City as well as the public event applicant has as much information as needed before beginning the permitting process, the Special Events Team may request to meet with  the applicant prior to scheduling their event. The applicant must submit a completed Special Events Application before a meeting is scheduled.

Application Process

Overview of How to Apply for a Special Event Permit (Over 300 Attendees)

  1. Application must be submitted 60 days before the event.
  2. Complete the application form and send via e-mail.
  3. If event is in a park or in the public right-of way, provide insurance and print and complete the Indemnification and Hold Harmless Agreement form.
  4. E-mail Completed form(s) to:  Film-SpecialEvents@LasVegasNevada.gov
  5. Estimated Fees: A non-refundable processing fee of $175 will be assessed.  Costs/Fees associated with the permitting of the event will be provided once the application has been reviewed by all affected City Departments.
  6. If the Director of Public Works waives the 60-day filing deadline, the non-refundable permit processing fee shall be $350.   In addition to this fee, an additional late fee of $175 may be charged. 
  7. Depending on the scope of your event, additional fees may be incurred. 
  8. A Special Event Permit will not be issued unless all required documentation is submitted.

Overview of How to Apply for a Special Event Permit (Less Than 300 Attendees)

  1. Application must be submitted 20 days before the event.
  2. Complete the application form and send via e-mail.
  3. If event is in a park or in the public right-of way, provide insurance and print and complete the Indemnification and Hold Harmless Agreement form.
  4. E-mail Completed form(s) to:  Film-SpecialEvents@LasVegasNevada.gov 
  5. Estimated Fees: A non-refundable processing fee of $50 will be assessed.  Costs/Fees associated with the permitting of the event will be provided once the application has been reviewed by all affected City Departments.
  6. Applications received less than 60 days before the event will be assessed an additional $175. 
  7. Additional fees may be incurred.
  8. A Special Event Permit will not be issued unless all required documentation is submitted.

Overview of how to apply for Residential Block Party

  1. Application must be submitted 15 days before the event.
  2. Complete the application form and send via email.
  3. Obtain the approval of at least four-fifths of the residents of the block occupied by your event.
  4. Print and complete the Indemnification and Hold Harmless Agreement form.
  5. E-mail completed and signed formed, residents signature page and Hold Harmless forms to:  Film-SpecialEvents@LasVegasNevada.gov
  6. There are no fees associated with a residential block party.
  7. A Special Event Permit will not be issued unless all required documentation is submitted.

Insurance Requirements - Required for all events in parks and those using road and sidewalk closures

Minimum insurance requirements are as follows, subject to modification based on type of event/activity:

  • Commercial General Liability:  Minimum $1M per Occurrence/$2M Aggregate with a Waiver of Subrogation by Endorsement.  Must include Contractual Liability, Premises and Operations, and Personal Injury (and Fire Damage Legal if activities are in a City of Las Vegas facility)
  • Automobile Liability:  Minimum $1M Combined Single Limit with a Waiver of Subrogation by Endorsement.
  • Workers Compensation. Nevada Statutory Limits.  Employer’s Liability Minimum $1M with Waiver of Subrogation by Endorsement.   (This is proof only that your organization/business has Workers Compensation coverage for your employees, Nevada State Law)
  • Certificate must include a thirty-day notice of cancellation provision (10 days for non-payment of the certificate premium)
  • Insurer must be allowed to do business in Nevada or written through a Nevada-licensed broker
  • Applicant shall submit an ACORD 25 Certificate of Liability Insurance naming the following as “additional insureds”
