Find Programs > First Offender Prostitution First Offender Prostitution Program (FOPP) is a one-day educational course on the legal, social and health ramifications of engaging in prostitution. The goal of the eight hour course is to reduce sexually transmitted Diseases, the number of those who re-offend, and to sensitize attendees to the victimization associated with prostitution.
