What is HOPWA?
The Housing Opportunities for Persons with AIDS (HOPWA) Program was established under the AIDS Housing Opportunities Act (42 U.S.C. 12901) in 1990 and amended by the Housing Community Development Act of 1992. The program is designed to provide States and localities with the resources and incentives to devise long-term comprehensive strategies for meeting the housing needs of low-income persons with acquired immunodeficiency syndrome (AIDS) and their families.  The city partners with nonprofit agencies whose purpose is to serve these clients with specialized case management and housing.

Who is eligible to receive HOPWA funded services?
Eligible persons and programs must reside within the Paradise Eligible Metropolitan Statistical Area ("EMSA"). The Paradise EMSA consists of the cities of Las Vegas, North Las Vegas, Boulder City, Henderson, Blue Diamond, Mesquite, Searchlight, Moapa, Overton, Bunkerville, Cal Nev Ari, Coyote Springs, Indian Springs, Jean, Laughlin, Logandale, Moapa, Sloan, and Clark County.

How do I qualify for HOPWA funds?
The applicant is responsible for submitting a proposal that complies with the criteria established for submission in the application. Eligible activities include:

  • Rental assistance
  • Short-Term Rent, Mortgage, and Utility (STRMU) Assistance
  • Operating Costs for Housing
  • Permanent Housing Placement
  • Supportive Services
  • Administrative Costs

FY 2013-2014 HOPWA APPLICATIONS

The application process for FY 13/14 will open on Dec. 3, 2012. Applications are available through ZoomGrants, an online paperless process. You will find links below for information relating to the HOPWA Program and the application process.

All applicants for HOPWA must use this on-line system.  No paper applications will be accepted.

Application Attachments (located on ZoomGrants site)

These attachments need to be downloaded, completed and submitted with the application through the ZoomGrants website.

  • Certifications: Compliance Document & Certification Of Application
  • Budget Form Spreadsheet
  • Three Year Funding History
  • In-Kind Explanation Form
  • Performance Measures Form

Basic Information:

  • All agencies must be an IRS 501 C(3) or (4) Nonprofit in good standing to apply.
  • Agencies must have been in business at least one year prior to the application release date.
  • To apply for HOPWA funds, agencies must serve clients who are HIV or AIDS and must provide HIV case management and/or direct housing services.
  • Agencies must have a minimum 25 percent match which can be agency cash or committed funds.
  • Agencies must be in good standing with the Nevada Secretary of State’s Office.
  • Agencies must have a current city of Las Vegas Business License for the address where the services will be provided.

Important Dates:

  • Application Release:  Dec. 3, 2012
  • Application Submission Deadline:  Jan. 7, 2013 at 3 p.m. 
  • Late applications will not be accepted under any circumstance.

Technical Assistance Meetings:

1. Dec. 3, 2012   CDBG Returning Applicants from 8 – 9:30 a.m.
2. Dec. 3, 2012   ESG Applicants from 9:30 – 11 a.m.
3. Dec. 3, 2012   First Time Applicants from 2 – 4 p.m.
No separate HOPWA Technical Assistance Meeting this year

Application Process

After the submission deadline, PRNS staff reviews all applications for applicant and project eligibility. Applicants are sent a letter of explanation if the application is ineligible for CDBG funding. All eligible applications are made available to the Community Development Recommending Board (CDRB) members. The CDRB is a citizen board appointed by Mayor and City Council.  The CDRB review the applications and listen to oral presentations (usually in February and early March) in order to assist with funding recommendations, which are provided to Mayor and City Council for final approval at a City Council meeting. The City Council makes the final decision on HOPWA project allocations, typically in April. The HOPWA grant funding year runs July 1 through June 30. 

Informal notices of application availability are mailed and/or e-mailed to individuals and organizations who have requested to be on the HOPWA mailing list.  Call (702) 229-4912 or e-mail Shawn Bolster to request to be added to the mail list.  Formal Notice of the Availability of Funds and release of applications is published in the Las Vegas Review Journal.
