The Business Location
The city of Las Vegas only licenses businesses that are doing business in the city limits (for example: delivery service, locksmiths) OR the address is physically located in the city limits.  Address Locator

Operating Out of Your Home
A business may operate from a home if it has no impact on the neighborhood and is essentially invisible to the neighbors. A $50 home occupation permit is required.  Customers and employees are generally not allowed at the residence, although a teaching or tutoring business is allowed to have not more than two students at a time at the residence. Determine Classification of Business

Your License Application
The City of Las Vegas Business License office is located at the Developmental Services Center at 333 N. Rancho Drive,  6th Floor, Las Vegas, NV 89106.  Some business licenses can be applied for online while others may require a visit to the office.  Privilege license applications are taken by appointment only.  You may request an appointment here.
