Election Overview

Municipal (City) Elections (Odd-Numbered Years) All municipal elections are OPEN and NONPARTISAN. Candidates’ parties will not be shown on the ballot. Only voters properly registered within the specific boundaries of the city of Las Vegas may vote in the city of Las Vegas municipal elections. If you are properly registered, you may vote for all offices on your ballot, regardless of your party affiliation, as well as questions applicable to your precinct. The next city of Las Vegas Municipal Election will be held in 2009. The Primary Election will be held April 7, 2009 and, if required, the General Election will be held June 2, 2009.
Note: If, in the Primary City Election, one candidate receives more than a majority of votes cast in that election for the office for which he or she is a candidate, he or she must be declared elected and no General City Election need be held for that office. If no candidate receives a majority of votes for a particular race in the Primary, the names of the two candidates receiving the highest number of votes must be placed on the ballot for the General City Election.
Federal/State/County Elections (Even-Numbered Years) Nevada is a Closed Primary State: In Nevada, voters are prohibited from voting for candidates from another party. Only registered Democrats may vote in the contests that decide which Democrats advance to the general election. Only registered Republicans may vote in the contests that decide which Republicans advance to the general election. All registered voters may vote in the Nonpartisan contests that decide which candidates advance to the general election. General elections are OPEN. You may vote for all offices on your ballot, regardless of your party affiliation. You may also vote for questions that are applicable to your precinct.

Election Information

Elecciones Municipales (Años Impares) Toda elección municipal es ABIERTA y NO PARTIDISTA. Los partidos de los candidatos no aparecerán en la boleta. Sólo votantes propiamente inscritos dentro de los límites específicos de la Ciudad de Las Vegas pueden votar en las elecciones municipales de la Ciudad de Las Vegas. Si Ud. está propiamente registrado, puede votar por todos los cargos en su boleta sin importar su afiliación de partido, así como por las preguntas asociadas con su precinto electoral. La próxima Elección Municipal de la Ciudad de Las Vegas se llevará a cabo en el 2007. La Elección Primaria se llevará a cabo el 3 de abril de 2007 y si es necesaria, la Elección General se llevará a cabo el 5 de junio de 2007.
Nota: Si en la Elección Primaria de la Ciudad, un candidato recibe más de la mayoría de los votos entregados en esa elección para el puesto por el que el o ella es candidato, el o ella debe ser declarado/a como elegido y no se necesita llevar a cabo Ninguna Elección General de la Ciudad para ese puesto. City Information

The city of Las Vegas was incorporated on March 16, 1911, and until 1944, operated under a "commission" form of government with each commissioner having administrative control over certain operating departments of the city. Since January 1, 1944, the city of Las Vegas has operated under what is commonly known as a "council/manager" form of government. This form of government was approved by a vote of the people with subsequent Las Vegas City Charter adoption by the Legislature. Until 1975, the voters of the city elected the mayor and four city councilmen. A vote of the people in June of 1973 approved a City Charter amendment dividing the city into four wards. This allowed the mayor to be elected at large and each councilman to be elected by the voters of his or her own ward. The City Charter amendment was subsequently adopted by the Legislature with the first election by ward held in 1975. The elected officials chose to use the title "commissioner" until 1983 when a new City Charter approved by the Legislature changed their title to "councilman."
A vote of the people in 1999 approved an advisory ballot question to divide the city into six wards. Anticipating a favorable vote, the State Legislature and City Council had previously passed enabling legislation permitting the expansion to six wards. As of January 1, 2000, the change to six wards became effective.
The citizens elect the mayor and six council members who comprise the "City Council." Their terms are four years with elections staggered every two years.
Mayor The mayor serves as a member of the City Council, presides as chairman over its meetings, performs ceremonial duties and is the chief executive officer of the city. The mayor serves as the official representative of the people in all matters and officially signs enactments of the City Council. One of the council members is elected by the City Council to serve as mayor pro tempore to act during the absence of the mayor.
City Council The City Council, including the mayor, is the governing body of the city and exercises legislative power by enacting ordinances, resolutions, orders and other policies necessary for the management and execution of the powers vested in the city through the City Charter. Among other things, the City Council is empowered to:

<LI>Appoint the city manager and approve the appointment by the manager of the department heads, their assistants and other city staff. </LI>
<LI>Adopt an annual budget. </LI>
<LI>Act as the Redevelopment Agency. </LI>
<LI>Enact and provide for the enforcement of all laws and ordinances. </LI>
<LI>May acquire, sell and lease buildings and property. </LI>
<LI>Enter into contracts, agreements, franchises, etc. </LI>
<LI>License and regulate all businesses, trades and professions. </LI>
<LI>Organize, regulate and maintain a fire department. </LI>
<LI>Protect the public health. </LI>
<LI>Enact and enforce building and safety codes. </LI>
<LI>Provide for the zoning, subdivision and use of private land and buildings. </LI>
<LI>Provide for traffic control. </LI>
<LI>Provide for the abatement, prevention and removal of nuisances. </LI>
<LI>Establish and appoint citizens to serve on city of Las Vegas boards - Planning Commission, Civil Service Board, Child Care Licensing Board, Arts Commission, Historic Preservation Commission, to name just a few. </LI>
<LI>Also, members of the City Council serve on various boards - Las Vegas Convention and Visitors Authority, Regional Transportation Commission, Regional Flood Control, District Board of Health, Las Vegas Chamber of Commerce, Metropolitan Police Committee on Fiscal Affairs, etc.</LI></UL>
City Attorney The City Attorney is appointed by the City Council and provides legal guidance and support for elected city officials, city departments, and boards and commissions in conducting city business. The office represents the city before judicial and administrative agencies in civil litigation proceedings and prosecutes all traffic and misdemeanor violations occurring within the limits of the city of Las Vegas. The City Attorney’s Office also provides legal guidance to city departments, board and commission members and elected officials concerning matters that may present a conflict of interest.
City Auditor The City Auditor’s Office operates under the direction of the City Council. The Mayor, subject to ratification by the City Council, appoints the City Auditor. The City Auditor is responsible for directing audit professionals in a comprehensive audit program including performance audits, compliance audits, special audits, information systems audits, and financial audits. The City Council created an Audit Committee to review and evaluate the internal audit activities. The Committee is appointed by the Mayor and is comprised of two City Council members and three members of the community-at-large.
City Manager The City Manager is appointed by the City Council and is responsible for the effective administration and operation of all municipal services for the city of Las Vegas. The City Manager (1) supervises the city’s general affairs, (2) exercises control over all of the departments and divisions of city government and over all of the officers and employees of the city, (3) gives the City Council information concerning the state of the city and recommends the adoption of bills and programs that he deems are necessary and appropriate, (4) submits the annual budget of the city to the City Council, (5) ensures that all general laws and ordinances of the city are observed and enforced, (6) ensures that all contracts of the city are faithfully kept and fully performed, (7) executes contracts and other documents of which are delegated to him by the City Council, and (8) performs administrative duties that are designated by the City Council or prescribed by ordinance.
City Charter The State Legislature adopted the City Charter on January 1, 1944, which established a Council-Manager form of government for the city of Las Vegas. The Charter establishes the municipal government empowered by NRS 268 and is a part of the <A href="http://ordlink.com/codes/lasvegas/index.htm" target=_blank>Las Vegas Municipal Code </A><IMG src="/images/icons/icoExternalLink.gif">. Charter change can only occur by Nevada legislative action or a vote of the people.  It is to the city what the Constitution is to state and federal governments.

Las Vegas City Government

La Ciudad de Las Vegas se incorporó el 16 de Marzo de 1911 y hasta 1944 operó bajo un Gobierno en forma de “comisaría” con cada comisario teniendo control administrativo sobre ciertos departamentos en operación de la ciudad. Desde el 1o de enero de 1944, la Ciudad de las Vegas ha operado bajo lo que es comunmente conocido como una forma de gobierno de “consejo/gerencial.” Esta forma de gobierno se aprobó por el voto del pueblo con subsecuente adopción de la Carta Constitucional de la Ciudad de Las Vegas por la Legislatura. CONSEJO DE LA CIUDAD El Consejo de la Ciudad, incluyendo al alcalde, es el cuerpo gobernante de la ciudad y ejerce el poder legislativo al establecer ordenanzas, resoluciones, órdenes y otras políticas necesarias para el manejo y ejecución de los poderes otorgados a la ciudad a través de la Carta Constitucional de la Ciudad. <LI>Otorgar licencias y regular todos los negocios, oficios y profesiones.</LI>
<LI>Organizar, regular y mantener el departamento de bomberos.</LI>
<LI>Proteger la salud pública.</LI>
<LI>Establecer y ejecutar leyes y códigos de construcción y de seguridad.</LI>
<LI>Proveer lo necesario para división de zonas, subdivisión y uso de terrenos y edificios privados.</LI>
<LI>Proveer lo necesario para el control de tránsito.</LI>
<LI>Proveer lo necesario para anulación, prevención y eliminación de molestias.</LI>
<LI>Establecer y elegir ciudadanos para servir en las Juntas del Consejo de la Ciudad – Comisión de Planificación, Junta del Servicio Civil, Junta de Licencias Para el Cuidado Infantil, Comisión de Bellas Artes, Comisión para la Conservación Histórica, para citar algunas.</LI>
<LI>También los miembros del Consejo son miembros de varios consejos – La Autoridad de Convenciones y Visitantes de Las Vegas, Comisión Regional de Transporte, Control Regional de Inundaciones, Junta del Distrito de Salud, La Cámara de Comercio de Las Vegas, Comité de la Policía Metropolitana en Asuntos Fiscales, etc.</LI></UL>
FISCAL DE LA CIUDAD El Fiscal de la Ciudad es asignado por el Concejo de la Ciudad y provee guía legal y apoyo a los oficiales elegidos, departamentos de la ciudad y a los concejos y comisiones para conducir los asuntos de la ciudad. La oficina representa a la ciudad ante agencias judiciales y administrativas en procedimientos de litigación civil y toma acción legal ante todas las violaciones de tráfico y delitos menores que ocurren dentro de los límites de la Ciudad de Las Vegas. AUDITOR DE LA CIUDAD La Oficina de Auditor de la Ciudad opera bajo la dirección del Concejo de la Ciudad. El Alcalde, sujeto a aprobación del Concejo de la Ciudad, asigna al Auditor de la Ciudad. El Auditor de la Ciudad y es responsable de dirigir a profesionales de auditoria en un programa completo de auditoria, incluyendo auditorias de desempeño, auditorias de cumplimiento, auditorias especiales, auditorias de sistemas de informática, y auditorias financieras. El Concejo de la Ciudad creó un Comité de Auditoria para revisar y evaluar las actividades internas de auditoria. El Comité es asignado por el Alcalde y esta compuesto de dos miembros del Concejo de la Ciudad y tres miembros de la comunidad. CARTA CONSTITUCIONAL DE LA CIUDAD La Legislatura del Estado adoptó la Carta Constitucional de la Ciudad el 1ro de enero de 1944, que estableció una forma de gobierno de Concejo-Gerencia para la Ciudad de Las Vegas. Las Vegas Municipal Court Information

Per an act of the Nevada State Legislature, approved March 16, 1911, relative to the incorporation of the city of Las Vegas, the first Municipal Court judge was appointed by the Las Vegas City Commission on June 22, 1911. A single Municipal Court judge presided until 1969 when the City Commission appointed an additional judge for Department 2. In 1975, by ordinance, Department 3 was established with Department 4 being added in 1977. To further serve our growing community, the City Council created Departments 5 and 6 in 1989 and 1991 respectively. The citizens elect the judges at large by department number. Each judge presides over his or her respective department. In 2001, the Nevada State Legislature increased the judicial terms from four to six years.
The qualifications for Municipal Court judge are:
<UL>
<LI>Shall devote full time to the duties of his or her office.</LI>
<LI>Duly licensed member in good standing of the State Bar of Nevada.</LI>
<LI>Never have been removed or retired from any judicial office by the Commission on Judicial Discipline.</LI>
<LI>Qualified elector who has resided within the city for a period of not less than 30 days immediately before the last day for filing a declaration for candidacy.</LI>
<LI>Voted upon by the registered voters of the city at large.</LI></UL>
The Municipal Court of the city of Las Vegas became a Court of Record on December 1, 1995.    Alternate Judges  The mayor of the city of Las Vegas appoints alternate judges in sufficient numbers yearly. An alternate court judge:
<UL>
<LI>Must be a duly licensed member in good standing of the State Bar of Nevada.</LI>
<LI>Never have been removed or retired from any judicial office by the Commission on Judicial Discipline.</LI>
<LI>Must be a resident of the city.</LI>
<LI>Has all the powers and jurisdiction of a municipal judge while he is acting as such.</LI></UL>

Las Vegas Municipal Court

De acuerdo a una medida de la Legislatura del Estado de Nevada, aprobada el 16 de marzo de 1911, relacionada a la incorporación de la Ciudad de Las Vegas, el primer juez de la Corte Municipal fue designado por la Comisaría de la Ciudad De Las Vegas el 22 de Junio de 1911. Un solo juez de la Corte Municipal presidió hasta 1969 cuando la Comisaría de la Ciudad eligió a un juez adicional para el Departamento 2. En 1975, el Departamento 3 fue establecido por una ordenanza, agregándose el Departamento 4 en 1977. Para servir mejor a nuestra comunidad creciente, el Consejo de la  Ciudad creó los Departamentos 5 y 6 en 1989 y en 1991 respectivamente. Political Signs

Although 2006 is a federal/state election and not a city of Las Vegas municipal election, Title 19, of the city of Las Vegas Zoning Code, requires that a political candidate running for office must obtain a sign permit prior to erecting any political signs within the limits of the city of Las Vegas. The city currently requires only one application for the total number of signs a candidate wishes to display. Sign permits may be obtained through the city of Las Vegas Building and Safety Department located at the Development Services Center, 731 South Fourth Street. The permit fee is $25.

City of Las Vegas Zoning Code Section 19A.14.090(B) Political Signs
I. Political signs may be placed on private property only. No political sign shall be placed at any location where it may interfere with or be confused with a traffic control signal or sign or where it may obstruct the vision of traffic. No political sign shall be placed on any public property or right-of-way or posted on any utility pole or device.   II. In any residential zoning district, a political sign shall not exceed 16 square feet, not to exceed a maximum total area of 80 square feet for all such signs located on a lot containing a residential use. For all other uses, the maximum total area shall not exceed 128 square feet.   III. Political signs in nonresidential zoning districts shall not exceed 64 square feet.   IV. All political signs must be removed within 15 days after the election to which they pertain. Signs supporting a candidate who loses a primary election or wins a nonpartisan race in a primary election with more than 50 percent of the vote shall be removed within 15 days after the primary election.   A. The person or persons who are responsible for the erection, placement or distribution of any political sign, including the person whose candidacy the sign supports, are jointly and severally responsible for its removal and the cost thereof.   B. If any sign is not removed within the time period set forth above, the city may, upon five days written notice to a candidate or other person responsible, remove and dispose of the sign. The city shall certify the removal and may charge the candidate or other person responsible for the city’s cost for the removal. Removal charges shall be paid within 30 days after receipt of a statement of charges.

government with each commissioner having administrative control over certain operating departments of the city. Since January 1, 1944, the city of Las Vegas has operated under what is commonly known as a "council/manager" form of government. This form of government was approved by a vote of the people with subsequent Las Vegas City Charter adoption by the Legislature. <BR><BR>Until 1975, the voters of the city elected the mayor and four city councilmen. A vote of the people in June of 1973 approved a City Charter amendment dividing the city into four wards. This allowed the mayor to be elected at large and each councilman to be elected by the voters of his or her own ward. The City Charter amendment was subsequently adopted by the Legislature with the first election by ward held in 1975. The elected officials chose to use the title "commissioner" until 1983 when a new City Charter approved by the Legislature changed their title to "councilman." <P>A vote of the people in 1999 approved an advisory ballot question to divide the city into six wards. Anticipating a favorable vote, the State Legislature and City Council had previously passed enabling legislation permitting the expansion to six wards. As of January 1, 2000, the change to six wards became effective.</P> <P>The citizens elect the mayor and six council members who comprise the "City Council." Their terms are four years with elections staggered every two years.</P> <P><STRONG>Mayor<BR></STRONG>The mayor serves as a member of the City Council, presides as chairman over its meetings, performs ceremonial duties and is the chief executive officer of the city. The mayor serves as the official representative of the people in all matters and officially signs enactments of the City Council. One of the council members is elected by the City Council to serve as mayor pro tempore to act during the absence of the mayor.</P> <P><STRONG>City Council<BR></STRONG>The City Council, including the mayor, is the governing body of the city and exercises legislative power by enacting ordinances, resolutions, orders and other policies necessary for the management and execution of the powers vested in the city through the City Charter. Among other things, the City Council is empowered to:</P> <UL> <LI>Appoint the city manager and approve the appointment by the manager of the department heads, their assistants and other city staff. </LI> <LI>Adopt an annual budget. </LI> <LI>Act as the Redevelopment Agency. </LI> <LI>Enact and provide for the enforcement of all laws and ordinances. </LI> <LI>May acquire, sell and lease buildings and property. </LI> <LI>Enter into contracts, agreements, franchises, etc. </LI> <LI>License and regulate all businesses, trades and professions. </LI> <LI>Organize, regulate and maintain a fire department. </LI> <LI>Protect the public health. </LI> <LI>Enact and enforce building and safety codes. </LI> <LI>Provide for the zoning, subdivision and use of private land and buildings. </LI> <LI>Provide for traffic control. </LI> <LI>Provide for the abatement, prevention and removal of nuisances. </LI> <LI>Establish and appoint citizens to serve on city of Las Vegas boards - Planning Commission, Civil Service Board, Child Care Licensing Board, Arts Commission, Historic Preservation Commission, to name just a few. </LI> <LI>Also, members of the City Council serve on various boards - Las Vegas Convention and Visitors Authority, Regional Transportation Commission, Regional Flood Control, District Board of Health, Las Vegas Chamber of Commerce, Metropolitan Police Committee on Fiscal Affairs, etc.</LI></UL> <P><STRONG>City Attorney<BR></STRONG>The City Attorney is appointed by the City Council and provides legal guidance and support for elected city officials, city departments, and boards and commissions in conducting city business. The office represents the city before judicial and administrative agencies in civil litigation proceedings and prosecutes all traffic and misdemeanor violations occurring within the limits of the city of Las Vegas. The City Attorney’s Office also provides legal guidance to city departments, board and commission members and elected officials concerning matters that may present a conflict of interest.</P> <P><STRONG>City Auditor<BR></STRONG>The City Auditor’s Office operates under the direction of the City Council. The Mayor, subject to ratification by the City Council, appoints the City Auditor. The City Auditor is responsible for directing audit professionals in a comprehensive audit program including performance audits, compliance audits, special audits, information systems audits, and financial audits. The City Council created an Audit Committee to review and evaluate the internal audit activities. In 1975, by ordinance, Department 3 was established with Department 4 being added in 1977. To further serve our growing community, the City Council created Departments 5 and 6 in 1989 and 1991 respectively. <BR>The citizens elect the judges at large by department number. Each judge presides over his or her respective department. In 2001, the Nevada State Legislature increased the judicial terms from four to six years. <P>The qualifications for Municipal Court judge are:</P> <UL> <LI>Shall devote full time to the duties of his or her office.</LI> <LI>Duly licensed member in good standing of the State Bar of Nevada.</LI> <LI>Never have been removed or retired from any judicial office by the Commission on Judicial Discipline.</LI> <LI>Qualified elector who has resided within the city for a period of not less than 30 days immediately before the last day for filing a declaration for candidacy.</LI> <LI>Voted upon by the registered voters of the city at large.</LI></UL> <P>The Municipal Court of the city of Las Vegas became a Court of Record on December 1, 1995.<BR> <BR><STRONG> Alternate Judges<BR></STRONG> The mayor of the city of Las Vegas appoints alternate judges in sufficient numbers yearly. The city currently requires only one application for the total number of signs a candidate wishes to display. <BR><BR>Sign permits may be obtained through the city of Las Vegas Building and Safety Department located at the Development Services Center, 731 South Fourth Street. The permit fee is $25. <P>For your convenience, the portion of Title 19 that applies to political campaign signs is provided below. If you have any questions concerning the Title 19 political campaign sign requirements, please contact the Planning and Development Department at (702) 229-6301, TTY (702) 386-9108.</P> <P>City of Las Vegas Zoning Code Section 19A.14.090(B) Political Signs</P> <P>I. Political signs may be placed on private property only. No political sign shall be placed at any location where it may interfere with or be confused with a traffic control signal or sign or where it may obstruct the vision of traffic. No political sign shall be placed on any public property or right-of-way or posted on any utility pole or device.<BR> <BR>II. In any residential zoning district, a political sign shall not exceed 16 square feet, not to exceed a maximum total area of 80 square feet for all such signs located on a lot containing a residential use. For all other uses, the maximum total area shall not exceed 128 square feet.<BR> <BR>III. Political signs in nonresidential zoning districts shall not exceed 64 square feet.<BR> <BR>IV. All political signs must be removed within 15 days after the election to which they pertain. Signs supporting a candidate who loses a primary election or wins a nonpartisan race in a primary election with more than 50 percent of the vote shall be removed within 15 days after the primary election.<BR> <BR>A. The person or persons who are responsible for the erection, placement or distribution of any political sign, including the person whose candidacy the sign supports, are jointly and severally responsible for its removal and the cost thereof.<BR> <BR>B. If any sign is not removed within the time period set forth above, the city may, upon five days written notice to a candidate or other person responsible, remove and dispose of the sign. The city shall certify the removal and may charge the candidate or other person responsible for the city’s cost for the removal.
