Effective Oct. 5, 2009, citizens wishing to consume alcohol in city parks must first obtain a picnic pavilion or special event permit from the Department of Leisure Services. In addition, glass beverage containers are no longer permitted in city parks.
The new city ordinance, which was adopted by the City Council on June 17, 2009, is consistent with the city of Henderson, North Las Vegas and Clark County, which allow alcohol in reservable picnic pavilions and special event areas only, with a permit.
Picnic pavilion and special event permits can be obtained under the criteria below:
- Groups of 1-24 people can get a permit on the same day as long as they have no special requests, which include asking to use items like air jumpers, DJ’s, etc.
- Those with special requests, including groups of 25 or more people, will need to make a reservation for a picnic pavilion at least 48 hours in advance.
- Those wishing to use special event areas will need to make a reservation at least seven days in advance.

- Department of Leisure Services Administration building, 749 Veterans Memorial Drive (229-6718).
- Mirabelli Community Center, 6200 Hargrove Avenue (229-6359).
- Veterans Memorial Leisure Services Center, 101 N. Pavilion Center Drive (229-1100).
- Rafael Rivera Community Center, 2900 E. Stewart Avenue (229-4600).
- Darling Tennis Center, 7901 W. Washington Avenue (229-2100).
- Doolittle Community Center, 1950 N. J Street (229-6374).
- Centennial Hills Active Adult Center, 6601 N. Buffalo Drive (229-1702).
- Floyd Lamb Park at Tule Springs, 9200 Tule Springs Road (229-9200).
The new city ordinance has a 12-month sunset period ending on Oct. 1, 2010. An analysis will be made of the impacts and benefits of the ordinance change to determine if the ordinance will be extended after that date. The prohibition of glass beverage containers will remain permanent.
