Las Vegas City Council Approves Interlocal Agreement For A Shared Services Assessment With North Las Vegas
North Las Vegas To Hold Similar Vote Tonight

The Las Vegas City Council approved an interlocal agreement for shared services with North Las Vegas at today’s City Council meeting. The North Las Vegas City Council is scheduled to hear the item at its meeting tonight.

The cities of Las Vegas and North Las Vegas are exploring innovative opportunities to work together to build a stronger region, including a six-month management consultation and shared services assessment. The purpose is to look for mutually beneficial programs to increase efficiencies and to stretch public dollars. The city of Las Vegas will also provide consulting services as part of the process, and will be reimbursed via the potential savings or up to $50,000 in the event no agreements are reached.

“It only makes sense for our two cities to explore opportunities to share services,” said Las Vegas Mayor Carolyn G. Goodman. “I am a big supporter of sharing services where we can because everyone comes out the winner—especially our taxpayers.”

Under the six-month consultation agreement, Las Vegas City Manager Betsy Fretwell and North Las Vegas Interim City Manager Jeff Buchanan will be working together to explore partnerships and shared services in several areas, such as: new economic development, finance, redevelopment, business licensing, park/community centers, animal control, traffic operations, information technology, purchasing and fire non-suppression/support services.

The agreement includes the creation of a Shared Services Committee, consisting of 11 jointly appointed community members. Under the agreement, North Las Vegas will hire former Clark County Manager Thom Reilly as an independent consultant to ensure the work maintains the best interests of North Las Vegas. Reilly will be responsible for facilitating the citizen's advisory group and reviewing the shared partnership work.

The two cities first explored the idea of service sharing in February 2011.Shared services are already taking place in jail operations, and have been working well for both cities. The current administration in North Las Vegas expressed an interest to revisit the concept and look for ways to save tax money.
