City of Las Vegas Business License Instructions

Horse Drawn and Other Animal Drawn Vehicles

1.      Confirm that the proposed business location is within the Las Vegas city limits and properly zoned for this activity. For information on planning, zoning, and building requirements, call (702) 229-6301 or visit our Development Services Center at 731 South 4th Street.

2.      Identify all locations of curbside areas to be used for the regular pick-up and discharge of passengers and all locations used for off street storage of vehicles and the stabling of animals.    Visit the Las Vegas Planning Department at 731 South 4th Street, or call (702) 229-6301 for additional information.

3.      Obtain an animal inspection certificate from a licensed Nevada Veterinarian for each animal to be used in the operation of the business and present evidence that animals to be used in the business are acclimated to all street related noises.  Each animal shall be identified by age, color, sex and other obvious markings.  A clear photograph of each animal must accompany the business license application.  

4.      Make application for a Nevada sales/use tax permit and state business license from the Nevada Department of Taxation located at 555 East Washington Avenue, Las Vegas, Nevada 89101.  For additional information call (702) 486-2300 or visit their website at http://tax.state.nv.us/.

5.      Obtain and maintain a comprehensive general public liability insurance policy in the amount of one million dollars, combined single limit, with an excess umbrella policy of five million dollars.  Coverage under this policy shall include as a minimum the following: premises/operation, independent contractors, bodily injury, property damage, products/completed operation, contractual liability and operation of animal drawn vehicle.  Insurance coverage shall be issued by a carrier licensed within the State of Nevada and approved by the city attorney.  Any coverage provided shall also contain a provision that cancellation or material change in the coverage shall not become effective until the city has been given sixty days prior written notification.  In addition, the city of Las Vegas shall be named as an additional insured party under this insurance.

6.      30 days prior to commencing business, bring a completed license application and all applicable items listed above to the Business Services Division, 400 Stewart Avenue, 3rd Floor (City Hall). 

7.      A $55.00 fee is due at the time the application is submitted.  ($25.00 semiannual license fee + $30.00 processing fee).  Make checks payable to CITY OF LAS VEGAS. (License fees are based on gross revenues and are due in advance semiannually.  A pick-up fee may be required if your gross revenue is more than $12,000 the first 6 months).

8.      Business license applications are sent to the Planning Department and Fire Department for review and inspection.  Upon approval from these agencies and completion of all items listed above, the Business Services Division will issue your business license.
