A NOTE FROM COUNCILMAN ROSS
Our community was recently impacted by a terrible tragedy that occurred at Farm Road and Tenaya Way. According to Las Vegas Metropolitan Police Department reports, a drunk driver ran a stop sign and struck a family. Five of the eight family members were killed, including young children. This is a constant reminder of the impact drunk driving has on our community. I am personally going to lobby for stricter penalties for first time offenders. It is up to each of us to make sure that friends and family don't drive drunk. I also felt it was important for residents to know that we have been working with Metro Police to determine if the city could have done anything to prevent this accident. Unfortunately, if an individual violates a traffic control device or drives drunk, there is nothing the city can do to regulate behavior. My heartfelt appreciation goes out to those residents and firefighters from Station 41 and Station 9 that assisted the family in their time of need. You are all heroes in my eyes.
This intersection is planned for future improvements. According to our Public Works Department, the intersection of Farm Road and Tenaya Way has been planned for traffic signals. The city has scheduled traffic studies to determine when this intersection will meet warrants for traffic signals. Once this intersection has met warrants for traffic signals, the city will provide that information to Clark County for their concurrence. With Clark County’s concurrence, the city will move forward with having the traffic signals installed. The traffic study should be completed by the end of the month. Although this may not have prevented this tragedy, we work hard to improve public safety all over the city. Public safety remains my top priority.
KYLE CANYON DEVELOPMENT PROJECT
The master planned community of the Kyle Canyon Development was recently before City Council. The city is confident this master planned development, when complete, will be a great addition to our community. Based on input from many residents, we have asked the developer to extend the notification radius for the upcoming neighborhood meetings to develop the design guidelines and buffering for the mixed-use and gaming enterprise district. The notification will extend 2,500 feet. The current notification radius for general zoning is 1,000 feet. The developer anticipates starting those meetings late summer. We look forward to your participation and input to make this project compatible with your neighborhood.
In addition, the residents in this general area were concerned about development paying for itself. The developer has agreed to put fire sprinklers in every home and business to protect families and minimize the impact to fire services; contribute $1 million towards another fire station; contribute $3.5 million to a Centennial Hills Metro Police Substation; contribute $10 million for the Kyle Canyon Bridge/Interchange; complete 13 parks and five community centers – including the soccer/lacrosse field adjacent to Bilbray and Schrekenbach schools; build flood control facilities north of the elementary schools; build-out Fort Apache Road and other key roadway infrastructures to mitigate the traffic impact to existing families. These are just a few of the elements that are required of this developer.
U.S. 95 IMPROVEMENTS (CRAIG ROAD TO ANN ROAD)
Councilman Ross has been working with Nevada Department of Transportation Director Susan Martinovich and Governor Jim Gibbons toward an immediate short-term solution to mitigate traffic congestion in the northwest. There has been substantial progress. A design to re-stripe the existing pavement to three general purpose lanes with reduced shoulders has already commenced on U.S. 95 from Craig Road to Ann Road. The Nevada Department of Transportation Project Team is also focusing on improvements to the southbound on-ramp at Ann to further increase traffic flow. The limits of the project have been extended to CC-215 based on a traffic analysis and in anticipation of future needs. The project will also include the construction of pull out areas adjacent to the highway, and work has begun to extend the limits of the Freeway Service Patrol (FSP) to CC-215. Both the construction of pull-out areas and the extension of the FSP will provide assistance for broken down vehicles and emergency services and also minimize their impact to the traffic flow. The project will be programmed by the end of May. State funding has been identified and secured for this project. The advertising of this contract to bidders will be done in 2007. A minor amount of pavement widening is needed to maintain a typical section with the project to be complete mid-2008. Other improvements will be scheduled once the environmental assessments have been complete.

CITY PLANNING REACHES OUT WITH HOMEOWNER NIGHTS
Many homeowners living in the city of Las Vegas want to start home improvement projects but may not know if permits are required, and if so, how to apply for one. Patio covers, walls and fences, pools, and a home occupation business are the most frequent home improvement projects. The city of Las Vegas is holding four “Homeowner Nights” in area community centers to help homeowners navigate the process.
The three departments most involved in the home improvement application process are Planning and Development, Building and Safety and Public Works. Representatives of each department will be at the sessions to provide an overview of the permit application process and to answer specific questions relative to their department’s requirements. The goal is to make it easier for homeowners to get the information they need.

ANIMAL FOUNDATION – 2007 BEST IN SHOW EVENT
The Animal Foundation is hosting its 5th Annual Best In Show on Saturday, June 2, 2007, at the Orleans Arena. Best in Show will showcase unique and wonderful shelter dogs, while raising money and awareness for The Animal Foundation. The doors open to the public at noon and the show begins at 1 p.m. Admission is $12.50 for adults and $5.00 for seniors and kids. The Animal Foundation is the regional animal shelter for the city of Las Vegas, North Las Vegas and Clark County.
If you want to locate a missing pet or adopt a new pet, please consider going to the Lied Animal Shelter, located at 655 N. Mojave Road (Bonanza/Mojave roads). You can find out more about the shelter by logging on to its Web site. Thousands of animals are in need of adoption. You can view the available animals on their Web site. There are many animals that are house-trained, know their basic commands and are looking for someone to take them home and love them. PUBLIC OFFICIALS COME TOGETHER TO FIGHT “METH” ABUSE
A landmark public education campaign tied to an unprecedented use of Las Vegas airwaves was announced by several prominent state and local officials. The cornerstone of the campaign is the simultaneous public airing of a documentary about the epidemic of methamphetamine abuse called, “Crystal Darkness.”
For the first time, Southern Nevada’s largest television stations – Channels 3, 5, 8, 10, 13, Las Vegas One (1 and 19), KCLV 2, 4, 21 and 96 – have agreed to simultaneously air the documentary on May 30 at 7:30 p.m. While local television stations have banded together in the past to air live events simultaneously, they have never done so for a pre-taped production like this. A Spanish version will also air on Telemundo affiliate KBLR the same day.
The documentary details the devastating effects of methamphetamine on users who are in jail and recovering. The documentary should be a wakeup call for everyone. The airing of “Crystal Darkness” is expected to generate a lot of feedback from the community. Government agencies, nonprofit groups and community-based businesses are working to coordinate support services for those in crisis.
NEVADA POWER RATES TO INCREASE
The Public Utilities Commission of Nevada approved changes in electric rates for Nevada Power Company. The changes in rates include adjustments to general rates. Effective June 1, 2007, there will be an estimated increase in rates of about 11.6 percent for a typical single-family residential customer using an average of 1,250 kilowatt hours of electricity a month. That estimated bill would increase to $152.94 from $136.98. If you have questions about the rate increase, you can direct those to Nevada Power or the Public Utilities Commission. The commissioners are appointed by Governor Gibbons.
HELP THE CITY COMBAT GRAFFITI
In 2006, the city of Las Vegas spent more than $111,158 on paint and supplies and $571,609 in labor to clean up 63,060 occurrences of graffiti. Graffiti is a growing problem throughout the city and the city needs your help in reporting these crimes.
Here’s how you can help:
• If you come across a person tagging property, immediately call 9-1-1 so that a police officer can be dispatched to the area and hopefully catch the criminal in the act.
• If you come across graffiti, but the tagger is no longer there, call the city’s Graffiti Hotline at 229-6615 or submit an online request help.
• If you would like to turn in the name of a person you believe to be involved in graffiti, call Crime Stoppers of Nevada at 385-5555. Calls are anonymous and tips leading to a successful arrest may result in rewards up to $500.
GRAND MONTECITO IMPROVEMENTS
The city of Las Vegas has been working with Montecito Companies on the completion of Grand Montecito Parkway Improvements from Deer Springs Way to Centennial Road. This project is approximately a year behind schedule. We have heard from many residents that they are frustrated by this continued construction. We understand and share your frustrations. To update you, Montecito Companies has been waiting for Nevada Power and the Las Vegas Valley Water District to provide input on power lines and water lines so they can move forward building this road. City staff will continue to work with this developer in an effort to expedite this project as quickly as possible.
WARM SPRINGS BRIDGE/I-15
Bridge engineers found substantial damage to the Warm Springs Road bridge structure over Interstate 15, affecting the eastbound travel lanes on the structure. Until further notice the eastbound travel lane will remain closed. The westbound section of the bridge structure has been deemed safe for traffic. Westbound travel lanes will remain open.
SCHOOL BOARD TRUSTEES – LOOKING FOR YOUR INPUT
The Clark County School District Board of Trustees is currently discussing the following topic: Should PG-13 movies be allowed in high school classrooms?

The Student Council Advisory Board, with student body representatives from each high school, has asked that the board consider changing the current policy to allow classrooms to use PG-13 movies. The board has discussed this in a limited setting and has suggested that we consider allowing:
1) PG-13 movies that have been recommended by student council and approved by the principal to be shown at after-school events where attendance is voluntary.
2) The use of short clips from G, PG and PG-13 clips that have been viewed and recommended by a media committee and approved by the board and are correlated with the curriculum. PG-13 clips would be for high school only. Additionally, it has been discussed that perhaps a short list of full length movies which have copyright clearance may be used in emergency situations in lieu of a lesson.
Other considerations may arise during future discussions which may include granting full use of PG-13 movies at the teacher’s discretion with no parental involvement and it may be extended to middle school students.
CONSERVE AND SAVE – NEVADA POWER
Would you like to make your home more comfortable, energy-efficient and receive a cash incentive for doing so? When you replace your old air conditioner with a more efficient system (14 SEER or higher), you may qualify for a cash incentive ranging from $140 to $1,625, depending upon the size and efficiency of the air conditioning unit you choose. In addition, when you make the switch to a more energy efficient system you may lower your energy bill as much as 10 to 30 percent. To make life in the desert more comfortable, most everyone relies on air conditioning to get through the hot summer months. It is this increased use of power due to our use of air conditioning that causes our electric bills to reach their highest point for the year. By making the switch to a high efficiency air conditioner, not only will you lower your power bill, you’ll reduce the demand for the resources needed to generate power, which helps preserve our environment.
To qualify for the rebate, the new system must meet minimum size and efficiency requirements such as SEER and EER ratings. In addition to SEER and EER ratings, heat pumps must also meet a minimum HSPF rating (Heating Season Performance Factor). All systems must be installed by an air conditioning contractor participating in Nevada Power’s quality installation certification program.
