Las Vegas Planning Commission will meet on Tuesday, Jan. 14, at 6 p.m. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live. 

Agenda Item 14 – 1436 E. Charleston Blvd.: This is a request for a Special Use Permit to allow a 1,130 square-foot Beer/Wine/Cooler On-Sale Establishment use within an existing restaurant. Staff recommends approval.

Agenda Item 15 – 7581 W. Lake Mead Blvd., Suite 140: This is a request for a Special Use Permit to allow a Tattoo Parlor/Body Piercing Studio use within an existing shopping center development. Staff recommends approval.

Agenda Item 16 – 2201 S. Maryland Pkwy.: The applicant is proposing to operate a Beer/Wine/Cooler On-Sale Establishment in conjunction with an existing restaurant. Staff recommends approval.

Agenda Items 20 to 22 – Charleston Boulevard and Hillside Place: This application is for a two-story, 5,031 square foot multi-tenant commercial building located at the southwest corner of Charleston Boulevard and Hillside Place. Staff recommends denial on all requests.

Agenda Items 23 to 28 – Grand Teton Drive and Tee Pee Lane: The applicant is proposing to construct a 73-lot single-family residential subdivision on 10.00 acres of undeveloped property located at the southeast corner of Grand Teton Drive and Tee Pee Lane. In addition to the Tentative Map, the applicant is requesting a Rezoning, Major Modification to the Town Center Land Use Plan, Special Use Permit to allow private gated streets, Site Development Plan Review and Petition to Vacate existing city of Las Vegas right-of-way, sewer, drainage, temporary construction and trail easements on the subject site. Staff recommends approval on Rezoning to Town Center, Designation to Medium Low Density Residential and Petition to Vacate. Staff recommends denial on the Special Use Permit to only allow one gated entrance where two are required as well as requested development waivers.

Agenda Item 29 – 1916 W. Oakey Blvd.: The applicant is requesting a Variance to allow an existing seven-foot tall wall within the front yard setback. Staff recommends denial.

Agenda Items 30 & 31 – 1957 Simmons St.: The applicant is proposing to amend a portion of the Southeast Sector of the General Plan from M (Medium Density Residential) to ML (Medium Low Density Residential) and to rezone the subject site located at 1953 and 1957 Simmons Street from R-3 (Medium Density Residential) to R-CL (Single Family Compact-Lot). Staff recommends denial on all requests.

Agenda Items 32 to 36 – 2400 N. Michael Way: This is a request to construct a commercial development that includes a Convenience Store with Fuel Pumps, Canopy and Full Service Car Wash use on a 2.5-acre parcel. Staff recommends denial on all requests.

Agenda Items 37 to 39 – 1208 S. Eastern Ave.: This is a request to amend a portion of the Southeast Sector Plan of the General Plan from Office (O) to General Commercial (GC). It is also a request to rezone the parcel from P-R (Professional Office & Parking) to C-1 (Limited Commercial). Because of the rezoning action, a Variance is required due to the existing lot width, and setbacks of the existing development on the site. Staff recommends denial on all requests.

Agenda Items 40 to 42 – Fergusons Downtown: This is a request for a Tavern-Limited Establishment use throughout the previously entitled Skate Park which was approved by Site Development Plan Review (SDR-76987), as well as the existing buildings on site and the vacated alley area, running north-south through the block at the northeast corner of Fremont and 10th Streets. In order to have this use in the alley area, the entire site must be entitled through an additional Site Development Plan Review (SDR-77778). The subject site is also located within the recently rezoned Fremont East District, which excludes it from the Area 1 parking requirements. Staff recommends denial on all requests.

Agenda Items 43 to 46 – Bonanza Road near Decatur Boulevard: The applicant is proposing to construct a nine-unit residential subdivision consisting of one single family, detached unit and eight attached [duplex] units on a 2.14-acre undeveloped property located on the north side of Bonanza Road, approximately 1,550 feet east of Decatur Boulevard. In addition to the standard Tentative Map (TMP-77910) and Site Development Plan Review (SDR-77909), the applicant is requesting two additional Variances (VAR-77907 and VAR-77908). Staff recommends denial on all requests.

Agenda Items 47 & 48 – Holly Avenue and Simmons Street This is a Site Development Plan Review request for a proposed 479-unit Mini-Storage Facility, including 68 recreational vehicle parking spaces with waivers of landscape requirements at the southeast corner of Holly Avenue and Simmons Street. Staff recommends denial on all requests.

Agenda Items 49 to 52 – 1960 N. Martin L. King Blvd. and 1425 Lake Mead Blvd.: The applicant has installed a remote kitchen or food truck on the southeast corner of Lake Mead Boulevard and Martin L. King Boulevard. This is a request to update the existing Master Sign Plan for the existing commercial center to include the installed signage associated with the remote kitchen; to obtain a Special Use Permit to allow the remote kitchen to operate past 8 p.m.; a Variance to allow the existing signage to exceed the size limitations set forth by Title 19.08; and to establish the remote kitchen as a permanent structure that is part of the commercial center. Staff recommends denial on all requests.

Agenda Items 55 to 57 – 1031 Fremont Street: The applicant is proposing to operate a variety of events within an existing alleyway and plaza. Staff recommends approval on thee Special Use Permit for Open Air Vending/ Transient Sales and the Site Development Plan for a proposed 9,000-square foot plaza. Staff recommends denial on the Site Development Plan for a parking lot with waivers of the landscape buffer requirements.

Agenda Item 58 – Request to Amend LVMC Title 19.09 and Title 19 Appendix F: The request is to amend and refine Title 19.09 Form Based Code Standards to better align with existing development conditions within the Fremont East District and Las Vegas Medical District. This amendment constitutes the first review and amendment of the Form Based Code. Staff recommends approval.

Agenda Item 59 – Request to Amend Minimum Special Use Permit Requirements for the Beer/Wine/Cooler Off-Sale Establishment and Beer/Wine/Cooler On- and Off-Sale Establishment Uses in LVMC Title 19.12 Permissible Uses: This is a request to amend LVMC Title 19.12.070 by amending Minimum Special Use Permit Requirement Number 7 for the Beer/Wine/Cooler Off-Sale Establishment and Beer/Wine/Cooler On- and Off-Sale Establishment uses. It would reduce the minimum building area necessary to qualify for a Waiver of the distance separation from a church/house of worship, school, individual care center licensed for more than 12 children, or city park under specific circumstances. Staff has no recommendation.
