What is the RAFT Program?

The purpose of the Rental Assistance for Tenants (RAFT) is to provide rental assistance to households impacted by COVID-19. Eligible households must reside within the city of Las Vegas jurisdiction and have incomes at or below 80% Area Median Income (AMI). Priority will be given to households whose incomes are at or below 50% AMI and/or unemployed for 90 days or more.

What type of assistance will the program provide?

Eligible households may receive financial assistance for rental arrears, rent, utility, home energy costs, and other expenses related to housing.

How much assistance is available for my family?

Depending on funding availability, assistance is for up to a maximum of eighteen (18) months of rent/utility assistance per household. The aggregate amount of financial assistance an eligible household may receive must not exceed 18 months. This is calculated as a combination of funding provided through the Clark County CHAP program.

Am I eligible?

Households need to meet the following criteria to be eligible:

  • Must reside in a rental property located within city limits. To verify an address, please visit www.lasvegasnevada.gov/citylimits. Those who do not reside within city limits are encouraged to visit chap.clarkcountynv.gov for housing assistance.
  • One or more individuals within the household has qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs or  experienced other financial hardship during or due, directly or indirectly, to the coronavirus pandemic.
  • One or more individuals within the household can demonstrate a risk of experiencing homelessness or housing instability.
  • The household is a low-income family, as such term is defined in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)). *Please review the chart below to verify the household gross annual income does not exceed 80% AMI.

What does “at or below 80% of area median income (AMI) per household,” mean?

Do I have to pay the money back?

No. The assistance is a grant and there are no recapture terms.

I can’t afford a rental unit on my own anymore; can I find a roommate to move in with me to share the expenses?

Yes, however the roommate must meet all eligibility criteria and combined incomes need to be at or below 80% of area median income. *Please review the chart below to verify the household gross annual income does not exceed 80% AMI

How long is the process?

It depends on the applicant, as various factors determine processing time. The process can take from four to six weeks from the time a complete application has been submit through the online portal.

Why am I ineligible if I live in the unincorporated areas of Clark County and I am not a city of Las Vegas resident?

Both Clark County and the city of Las Vegas receive an allocation of federal funds to assist their residents. Therefore, we cannot cross jurisdictions when providing assistance. Please visit the CHAP website to apply for County assistance: https://chap.clarkcountynv.gov/

How long will the program last?

The program will last until funding runs out.

How are people chosen for help?

Priority will be given to households whose incomes are at or below 50% AMI and/or unemployed for 90 days or more. Otherwise, assistance will be provided on a first-come, first-served basis to eligible households.

What is the system for prioritizing households whose incomes are at or below 50% AMI and/or unemployed for 90 days or more?
Tenants will apply for rental and utility assistance through on online portal. The computerized system will calculate a household’s income based upon the tenant’s response to a series of questions. When the calculation results fall within the 50% or below income guidelines and/or length of unemployment status, the system will assign a weighted score to the application and automatically move it to the top of the list.
Can I self-certify my hardship during or due directly/ indirectly to the coronavirus pandemic?
Yes. The Treasury permits grantees to rely on either a written attestation signed by the applicant or relevant documentation regarding the household member’s qualification for unemployment benefits. When a tenant who resides in city of Las Vegas limits applies for rental assistance from the RAFT program, they will submit their household’s hardship on the COVID-19 Impact form within the application and provide an electronic signature.
