Windows on First: Temporary Public Art Project

VISION AND MISSION
The city of Las Vegas illuminates arts and culture and celebrates the bold, dynamic, and diverse community through providing access to artworks within city spaces and outdoors in the public realm. The city of Las Vegas' Public Art and Gallery Program serves valley residents and visitors, celebrating the city's extraordinary character, by acquiring and displaying artworks in public spaces and supporting community-led public art efforts.
PROJECT DESCRIPTION
The Windows on First program invites artists to create original, site-specific installations presented within the context of the First Street Art Trail. This project offers artists an opportunity to display their artwork in a public place. The proposed installation should relate to the space, and the windows should form a cohesive relationship. The artwork will be on display for approximately six months, beginning in April 2026. The selected artist or artist team will be responsible for installation, maintenance, deinstallation, and returning the space to its original condition.
ELIGIBILITY
All artists, eighteen years of age or older, who can qualify to work for the City of Las Vegas shall be considered, excluding current city of Las Vegas employees.
BUDGET
Artists will receive a budget of $4,000. This amount includes all artist fees.
LOCATION
City Hall, located at 495 S. Main St., Las Vegas, NV 89101, features three (3) display windows on the east side of the building facing First Street. Each window measures 14 feet high by 13 feet 6 inches wide. Overhead lighting is available. Click here to view previous installations and here to view window diagram with measurements.

Artists are asked to submit the following documents via email to: hlay@lasvegasnevada.gov. All required materials listed below must be submitted electronically as one combined PDF.
Subject Line: Windows on 1st Proposal 2026
- Proposal: Provide a design proposal as well as a written description of the project, including materials, dimensions, color, and additional information needed to articulate your concept. Proposals should be appropriate for a municipal public space. Artwork must be suitable for viewing by all.
- Resume or CV: Detail your relevant professional experience in the art field.
- Images of Past Projects: Provide up to five (5) images of past projects, include a brief description for each image.
A virtual information meeting will be held via WebEx on Thursday, December 11, 2025 at 5:30 PM PST. This meeting is open to the public. (Link to WebEx – Information Meeting)

SELECTION
Artists will be selected based on the following criteria:
- Artistic excellence through the quality of past work
- Qualifications of the artist
- Relevance of concept proposal
