Arts Culture - Arts Operating Support Grant

Artists and arts organizations impacted by the economic effects of the COVID-19 pandemic due to widespread shutdowns of performances, gatherings for exhibitions and travel and tourism to Las Vegas can apply for a new grant.

With support of the American Rescue Plan Act of 2021 and funds allocated to the city, funds are available to individual artists and non-profit arts and culture organizations through a competitive grant program. These rescue funds are intended to mitigate financial hardship from the COVID-19 pandemic due to declines in revenue or profits.

Arts Operating Support Program funding is available through two separate competitive grant opportunities:

Deadline for grant submissions is Oct. 20, 2022. Grantees may submit an application for both competitive grant opportunities, but will only be selected for one grant award.

Neighborhood Partners Fund

Neighborhood Partners Fund

The Neighborhood Partners Fund grant program is open to registered neighborhood, homeowners and business associations in all city of Las Vegas Wards. It is a competitive grant program with a total of $80,000 available for neighborhood grants this year.

An association may apply for up to $5,000, which must be matched by the neighborhood. At least 25 percent of the match must come from volunteer labor, valued at $29.95 per hour. As much as 75 percent of the neighborhood’s match can be from cash and/or donated supplies, equipment, or professional services.

Eligibility

Neighborhood associations, homeowners associations or business associations, whose primary purpose is to improve the quality of life in their designated areas, must:

Be located within the city of Las Vegas limits.
Be registered with the city of Las Vegas My Neighborhoods Program (projects need to be implemented within the registered neighborhood's boundaries).
Have a majority of the association's members living or operating businesses in the city of Las Vegas.
Demonstrate neighborhood support for the proposed project/program.

Grants of up to $5,000 are available for projects that:

Address a meaningful neighborhood need that transforms the community.
Occur within the city of Las Vegas.
Are completed within a seven-month period or as stated in the NPF agreement.

The city of Las Vegas seeks qualified applicants that will provide opportunities for affordable housing to prevent and reduce homelessness, create safe and livable communities, economic opportunities for individuals with low to moderate incomes, and educational enrichment opportunities. The Request for Proposal (RFP) invites qualified organizations to submit an application for an assessment of their organizational structure, staffing, their organization’s ability to meet the scope of work, and relevant experience.

All agencies must be an IRS 501 C(3) or (4) nonprofit in good standing to apply.
Agencies must have been in business at least one year prior to the application release date.
Agencies must be in good standing with the Nevada Secretary of State Office.
Agencies must have a current city of Las Vegas business license for the address where the services will be provided.
The award of any agreement based on applications received in response to an RFP is contingent upon the city's receipt of its entitlement federal funding received annually from the United States Housing and Urban Development Department (HUD).

Potential applicants for the grant program should review the eligibility criteria, program regulations, Public Notice of Funding, Request for Proposal and Application Manual. After the submission deadline, city staff reviews all applications for applicant and project eligibility. Applicants are sent a letter of explanation if the application is ineligible for CDBG funding. All eligible applications are made available to the Community Development Recommending Board members. The 13-member citizen board then submits recommendations to the City Council for approval.

Emergency Solutions Grant

The Emergency Solutions Grant (ESG) is administered by the Department of Housing and Urban Development (HUD) and is authorized by the HUD McKinney-Vento (HEARTH Act). ESG funds can be used to provide a wide range of services and support. The city of Las Vegas is focused on funding two program components: Rapid Rehousing and Homelessness Prevention. These activities are designed to move homeless people quickly to permanent housing and prevent families from moving into an emergency shelter or living in a public place not meant for human habitation, through housing relocation and stabilization services. The Request for Proposal (RFP) invites qualified organizations to submit an application for an assessment of their organizational structure, staffing, their organization’s ability to meet the scope of work, and relevant experience.

Agencies must be a licensed shelter within the city limits to apply for operations funds.
Agencies must have been in business at least one year prior to the application release date.
Agencies must have a minimum 100-percent match, which can be agency cash 75 percent and in-kind 25 percent, or committed funds.
Agencies must be in good standing with the Nevada Secretary of State Office.
Agencies must have a current city of Las Vegas business license for the address where the services will be provided.

Home Investment Partnerships

This federal program provides funds to municipalities and nonprofit organizations to expand the supply of affordable housing, especially rentals for low-income households. Housing Opportunities for Persons with Aids

The Housing Opportunities for Persons with AIDS (HOPWA) Program is designed to provide resources and incentives to devise long-term comprehensive strategies for meeting the housing needs of low-income persons with AIDS or related diseases and their families. HOPWA funds may be used to assist all forms of housing designed to prevent homelessness through direct housing assistance, supportive services, and other program activities. Eligible persons and programs must reside within the Paradise Eligible Metropolitan Statistical Area. The Request for Proposal (RFP) invites qualified organizations to submit an application for an assessment of their organizational structure, staffing, their organization’s ability to meet the scope of work, and relevant experience.

Centennial Grants

The Commission for the Las Vegas Centennial is a group of appointed citizens who oversee the distribution of centennial grants to generate community projects that promote and preserve Las Vegas history. The mission of the Las Vegas Centennial Commission is to preserve and celebrate the history of the people and the city of Las Vegas.

The group receives funding through the Centennial license plate, a special commemorative plate still available through the Nevada Department of Motor Vehicles.

The plate features the famous "Welcome to Fabulous Las Vegas" sign designed by Betty Whitehead Willis in 1959, which still stands in the median island south of Tropicana Avenue on Las Vegas Boulevard.

Since 2005 the commission has awarded more than $21 million in grants to projects such as the production of the Las Vegas Days Parade and Rodeo, the restoration of vintage neon signage located along the Las Vegas Boulevard median, the restoration of the Historic Westside School, the production of educational materials for the Natural History Museum, and the digitization of historical newspapers and periodicals. Funding has also been awarded to artists to develop historical films and documentaries, and to record and document oral histories from numerous local communities.
