To get a replacement tag please mail a $5 check or money order payable to city of Las Vegas, and a copy of your license receipt or a note to designate the pet for which you are purchasing a replacement tag for to:

Please keep a copy of all documentation for your records and do not send cash. Allow 13 to 15 business days to receive the tag after we receive correct payment and documentation.

You may receive a refund for the following reasons:

  • If you do not live within the Las Vegas city limits, a refund request may be made within 60 days of the license issuance
  • If a duplicate payment was made for your license, the refund request may be made within six months of the payment

Fancier Permits

Pet Fancier Permit

A pet fancier may own, keep or possess on his or herproperty not more than eight spayed or neutered dogs over one year of age or 12 spayed or neutered cats over eight months of age, or any combination thereof if the number of dogs does not exceed eight and the combined number of  animals does not exceed 12, provided that the pet fancier has obtained from the  Animal Regulation Officer a pet fancier's permit. The pet fancier shall obtain a  pet fancier's permit from the Animal Regulation Officer each and every 12-month period. The Animal Regulation Officer shall issue the pet fancier's permit only  after inspecting the applicant's property and determining that the dogs or cats,  or both, will be safely confined in a completely enclosed building, residence  or enclosed lot and do not pose a nuisance to the public. As a part of the  application process, the Animal Protection Services Officer shall notify all  property owners contiguous to the applicant's property that the applicant has  applied for a pet fancier's permit. The cost of the inspection and permit shall  be $50. A pet fancier who has obtained a pet fancier's permit need not have his  or her property re-zoned for the purpose of owning, keeping or possessing such  pets. (Ordinance 3642 4, 1992)

Dog Fancier Permit

Download the Dog Fancier ApplicationDog fancier means any person owning, keeping, or possessing on his/her property, provided such person has safe adequate cages in a completely enclosed building on the property, at one location, up to eight adult dogs for the purpose of showing in recognized dog shows, field trials or obedience trials, for working and hunting, or for improving the variety of breed in temperament or conformation with a view in exhibition in shows or trials or for use as working dogs in hunting; said dogs shall be registered with at least one association recognized by the Animal Regulation Officer, and must be entered in at least one dog show per calendar year or, if spayed or neutered, need not be so registered or shown. (Ordinance 3618 26, 1991) A dog fancier may keep and maintain on his/her property a maximum of eight adult dogs, provided that such person has first obtained from the Animal Regulation Officer a dog fancier's permit for said dogs and has paid the annual fee in the amount of $50, which cost shall include inspection. Any such permit, if granted, shall be subject to such conditions as may be prescribed by the Animal Regulation Officer or the County Health Officer, to prevent the keeping of the dogs from becoming a nuisance. Any person who meets the provisions of this Section and has in his or her possession, with respect to said dogs, a valid dog fancier's permit, as described herein, need not have the property where the dogs are maintained re-zoned in order to be allowed to keep and maintain such dogs thereon. (Ordinance 3618 70, 1991)

Cat Fancier Permit

Cat fancier means any person owning, keeping or possessing on his/her property, provided such person has safe, adequate cages in a completely enclosed building on the property, at one location, up to eight adult cats for the purpose of showing in recognized cat shows, or for improving the variety of breed in temperament or conformation with a view to exhibiting in shows or feline events and must be entered in at least one cat show each calendar year; said cats shall be registered with at least one association recognized by the Animal Regulation Officer or, if spayed or neutered, need not be so registered or shown. (Ordinance 3618 17, 1991) A cat fancier may keep and maintain on his/her property a maximum of eight adult cats, provided that such person has first obtained from the Animal Regulation Officer a cat fancier's permit for said cats and has paid the annual fee in the amount of $50, which cost shall include inspection. If granted, such permit shall be subject to such conditions as may be prescribed by the Animal Regulation Officer or the County Health Officer, to prevent the keeping of any and all such cats from becoming a nuisance. All cat fanciers meeting the provisions of this Section having a cat fancier's permit, as described herein, need not have the property where the cats are maintained re-zoned in order to be allowed to keep and maintain such cats thereon. Breeder Permit

A Breeder Permit allows someone to own, keep or possess, on his or her property, up to three dogs or cats that are unsprayed and/or unneutered. It also allows someone to receive compensation for breeding of a male or female dog or cat or permits a dog or cat to be available for breeding purposes. This permit does not allow the whelping of more than two litters per each female dog or cat in an 18-month period. All dogs and cats prior to their sale must be immunized against common disease; in the case of dogs, against distemper, DHLD, and in the case of cats, against panleukopenia. The sale of a dog or cat shall include a signed statement from the seller attesting to the seller's knowledge of the animal's health. Such statement shall include the animal's immunization history and that the animal was not released under the age of seven weeks.

Professional Animal Handler

Persons commencing a commercial grooming school, grooming parlor, kennel, pet shop, dog training facility, or any other establishment which sells animals, including breeders, must, in order to operate or carry on the above businesses or profit, obtain a professional animal handler permit. (Ordinance 3618 171, 1991) Professional Animal Handler Permit. When a professional animal handler permit is applied for, a fee of $50 shall be paid to the Animal Regulation Officer for an inspection of the commercial breeders facility, grooming parlor, grooming school, kennel, pet shop, or dog training facility. The inspection shall be conducted by an Animal Control Officer to determine compliance with this Title, and, if compliance is met, the permit shall issue. If inspection reveals that this Title or other applicable laws or regulations have not been complied with, the professional animal handler permit shall be withheld and the person so applying shall have 90 days within which to request a reinspection without charge. The Animal Control Center itself shall be exempt from the operation of this Section. (Ordinance 3618 172, 1991)

Ordinance 7.42.080 (B) (C)

Pursuant to ordinance 7.42.080 (B): The Animal Regulation Officer shall have the authority to develop and adopt forms, reports and other items of documentation to be used by breeders, pet shops and distributors in documenting compliance with this Chapter, and breeders, pet shops and distributors shall use such items of documentation as are required by the Animal Regulation Officer. (C) Following notice to a breeder, pet shop or distributor to use particular forms, reports or documentation adopted pursuant to Subsection (B), each breeder, pet shop or distributor so notified shall thereafter use or follow the format of the forms, reports or documentation as applicable. The failure to do so authorizes the Animal Regulation Officer to issue a notice of noncompliance that requires correction within the time specified by the Animal Regulation Officer. The failure to comply with the notice shall constitute a violation of this Section and subject the violator to applicable criminal or civil proceedings and penalties, including potential disciplinary action against a business license.

Ordinance 7.14.050

In relation to Chapter 7.14 - Spaying/Neutering of Animals

Pursuant to 7.14.050 (A) In order to assist the City in enforcing this Chapter, each pet shop within the City shall provide to the Department of Public Safety, on a quarterly basis, a list of dogs, cats, ferrets, rabbits or potbellied pigs sold by the pet shop during that quarter. The list shall include the following information for each such animal: (1) The name and residence address of the buyer. (2) The address of the location where the animal will reside, if not the same as the buyer's residence. (3) The breed and approximate age. (4) A description, including principal colors.

 

Ordinance 7.42.060

Pursuant to 7.42060 (A): Each pet shop subject to this Chapter has the burden of demonstrating compliance with the provisions of this Chapter with respect to each dog or cat that it sells or offers for sale. In order to facilitate the demonstration of such compliance and to facilitate the City's enforcement of this Chapter, each such pet shop shall submit to the City on a quarterly basis a report detailing: (1) The name, full street address, email address, if available, and USDA license number of each breeder or broker from which the pet shop purchased a dog or cat, whether or not the pet shop offered the animal for sale, with a detailed listing of each such purchase. The purchase information for each dog or cat must include the identification or registration number of the microchip implanted in the animal. (2) To the extent not included in Paragraph (1), the name, full street address, email address, if available, and USDA license number of each breeder that bred a dog or cat purchased by the pet shop from a broker, whether or not the pet shop offered the animal for sale, with a detailed listing of each such purchase. (3) The state license number(s) and/or state permit number(s) of each breeder and broker referred to in Paragraphs (1) and (2) if a state license or permit is required of the breeder or broker to operate as such within the state(s) in which it operates. In the case of a breeder or broker located outside the United States, the corresponding license and permit numbers from the foreign authorities having jurisdiction shall be provided. (4) The total number of dogs and cats reported as being purchased from each breeder and broker pursuant to this Section.

Ordinance 7.42.075

Pursuant to 7.42.075 (A) In any one calendar year, no pet shop or breeder may sell to the same person, or persons from the same household, more than the following number of animals in each category: (1) Six dogs; (2) Six cats;  (3) Four ferrets; (4) Four rabbits; or (5) Two guinea pigs. (B) In order to document compliance with Subsection (A) and to assist in enforcement efforts, each pet shop and each breeder shall:  (1) In connection with the sale of any animal listed in Subsection (A), record the name and address of each purchaser of an animal listed in Subsection (A) as documented by the purchaser’s driver’s license or state-issued identification card, as well as the number and type of each animal purchased on that occasion; and (2) Submit to the City, on a calendar quarter basis, a report detailing the information recorded pursuant to Paragraph (1) of this Subsection (B). Each such report must be submitted within thirty days following the end of each calendar quarter.

Mandatory Postings

 

Ordinance 7.40.175

Pursuant to ordinance 7.40.175: (A) Each holder of a professional animal handler permit under this Chapter who operates a pet shop, commercial grooming school, grooming parlor or business, dog training facility, commercial stables, animal boarding facility, or any other establishment or facility that sells, grooms, trains or boards animals shall be responsible for posting one or more signs no lower than three feet and no higher than seven feet at each entrance and exit of the establishment indicating that concerns about the welfare of animals within the establishment can be reported to the City's Animal Protection Services Division at the Division's telephone number as listed on the sign. Each such sign shall contain the text and be in the size and format approved by the Department of Planning or the Animal Protection Services Division. The Department or Division will endeavor to make such signs available to each permit holder affected by Subsection (A), but the posting of compliant signs is required whether or not actual signs have been obtained from the Department or Division.

Ordinance 7.42.075:

(C) Each pet shop shall post signage in a prominent location, or provide a handout to each purchaser of an animal listed in Subsection (A), a listing of the limits established by this Title regarding the number of such animals that can be kept at a residence or premises within the City, as well as the number limits applicable to dog fanciers, cat fanciers and pet fanciers. (D) A violation of this Section is subject to the enforcement provisions of LVMC Chapter 7.44. In addition, a second violation of Subsection (A) shall be grounds for disciplinary action in accordance with LVMC Chapter 6.88 regarding the business license of a pet shop or breeder responsible for the violation.

A wild animal permit is required for the following animals:

  • All cats (except domestic house cats)
  • All snakes over 8 feet long
  • Coyotes
  • Wolves and hybrid wolves
  • Ferrets
  • Lions
  • Foxes
  • Tigers
  • Skunks and raccoons
  • All venomous reptiles


Animals excluded from wild animal permits are:

  • Mice
  • Gerbils
  • Hamsters
  • Spiders
  • All fish
  • Insects
  • Rats
  • Birds
  • Chinchillas
  • Guinea pigs
  • All non-venomous snakes under 8 feet
  • Falcons/Falconers with state wildlife permit
  • All domestic cats and dogs
