Cynthia S. Leung

The Honorable Judge Cynthia Leung is the first Chinese-American woman elected as Las Vegas Municipal Court Judge and has presided over Las Vegas Municipal Court Department 1 since 2008. Judge Leung currently is Chief Judge and served as Chief Judge for Las Vegas Municipal Court 2011-2013 and 2017-2020. She also served as President of Nevada Judges of Limited Jurisdiction (2014) and was named 2015 Judge of the Year by the Nevada Judges of Limited Jurisdiction.

Judge Leung’s passion is the Women in Need of Change (WIN) Court, a trauma-responsive treatment court that addresses criminal behaviors of women chronic offenders arrested in the city of Las Vegas. It is an intense program of accountability and personal growth under the direction of Judge Leung and the WIN Court team. The women of WIN Court are committed to addressing their traumas, healing, rebuilding relationships and lives through recovery. The women of WIN Court rewrite their destiny by choosing to redefine their new life and dreams.

Judge Leung has been recognized for her work with WIN Court and its successes.  She is the recipient of the Foundation for Recovery’s Community Partner Award and recognized by Concerned Asians for Nevada, a Development Organization, and the Asian American Advocacy Clinic and Asian Bar Association. In 2016, she was the inaugural winner of the Cultivating Beauty Leader of Excellence Award from the International Church of Las Vegas Human Trafficking Committee. In 2017, she was the inaugural recipient of the Pay It Forward Award from the Chinese-American Citizens Alliance.

Judge Leung is a member of State Bar of Nevada, State Bar of California, Clark County Bar Association, American Bar Association, American Judges Association and the Nevada Judges of Limited Jurisdiction. She has served on the Supreme Court Access to Justice Committee and the Specialty Court Funding Committee.
