Las Vegas City Council will meet on Wednesday, April 7, following the Redevelopment Agency meeting which begins at 8:30 a.m. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live. 

Agenda Item 8 – Agreement with Las Vegas Paiute Tribe: City Council will vote on an Intergovernmental Agreement with the Las Vegas Paiute Tribe for development opportunities in the northwest area of Las Vegas. City staff has been in conversation with Las Vegas Paiute Tribal Council to prepare this agreement concerning development opportunities in areas north of Moccasin along the U.S 95 corridor east to North Durango Drive. The Intergovernmental Agreement establishes standards for development on lands adjacent to the Las Vegas Paiute Tribal lands, provides for coordination of infrastructure development supporting Tribal and city development, and outlines opportunities to partner on projects that will grow and diversify the economy and create employment opportunities.

Agenda Item 11 – High Capacity Transit System on Charleston Boulevard: City Council will vote on an Exclusive Negotiation Agreement (ENA) with Axios Nevada LLC for the purpose of discussing a privately owned and operated High Capacity Transit System on Charleston Boulevard. The term of the ENA is two years. Axios Nevada LLC will be preparing, at its expense, a Master Plan to address design, cost, passenger metrics, transit station and a Transit-Oriented Development Plan. This ENA is limited to the surface rights-of-way owned by the city along Charleston Boulevard, and does not prohibit any RTC operations or any public or private operation of aerial transit or subterranean transit along Charleston Boulevard.

Agenda Item 18 – Edward Byrne Memorial Justice Assistance Grant: City Council will vote on an Interlocal Agreement with Clark County designating the county as the applicant and fiscal agent for purposes of the FY 2019 Edward Byrne Memorial Justice Assistance Grant (JAG) Program in the amount of $922,213, with an allocation to the city in the amount of $160,535 for specialty program applications and grant administration. The grant provides funding for a range of program areas that support all components of the criminal justice system including multijurisdictional drug and task forces, crime prevention and domestic violence programs, courts, corrections, treatment and justice information sharing initiatives, and mental health programs. This grant has historically been received for Municipal Court programs as well as programs in other departments. The city projects and recommended allocations include: $132,240 to fund Municipal Court Specialty Court Program; $24,795 to fund the West Las Vegas Arts Center Performance and Visual Arts Camp for Kids Program; $3,500 for Administration of the FY 2019 JAG grant, which includes management and training activities.

Agenda Item 23 – $25,000 Donation for Improvements at Police Memorial Park: City Council will vote to approve the acceptance of a donation from the Southern Nevada Law Enforcement Memorial Foundation in the amount of $25,000 to fund design and/or construction improvements at Police Memorial Park, 3250 Metro Academy Way. This donation will help offset city funding needed to complete the project. Design work is planned to begin in July.

Agenda Item 37 –Adcock-Garside Safe Routes to School Project: City Council will vote to acquire various real property rights needed for sidewalk widening, curb extensions, refuge islands, crosswalk improvements, signage and striping along South Torrey Pines Drive, Hyde Avenue and Celeste Avenue for the future Adcock-Garside Safe Routes to School Project.

Agenda Item 44 – Director of Community Development: City Council will discuss and vote on the ratification and contract development of Seth Floyd as the Director of Community Development. In this role, Floyd will oversee the city’s planning functions, including master planning, zoning, code enforcement and business licensing.

An adjunct professor at the UNLV Boyd School of Law, Floyd has been with the Las Vegas City Attorney’s Office since 2017, but is returning to his passion, community planning and development. Floyd began his career with the city of Las Vegas in 2005 in the Planning Department. Floyd worked in the Planning Department for two years, drafting staff reports, preparing parts of the Master Plan and negotiating a development agreement for what is now Skye Canyon. In 2007, he represented the city as a lobbyist on the city’s government affairs team during the 74th Session of the Nevada Legislature.

He returned to the city as a deputy city attorney in 2017 where he represented various departments, several boards and commissions in complex litigation matters. Prior to that, Floyd was in private practice, handling cases ranging from land use and licensing to collective bargaining.   

Originally from North Carolina, Floyd has a degree in Public Policy and Urban Planning from the University of North Carolina at Chapel Hill, and a law degree from UNLV. 

Agenda Item 46 – Fiscal Year 2022 Tentative Budget: City Council will discuss and review of the recommended Fiscal Year 2022 Tentative Budget for the city and Redevelopment Agency. City Council will have the opportunity to provide feedback and guidance relative to their priorities, appropriation spending levels, resource allocations and reserve requirements.
