Under an emergency action, City Council unanimously approved an emergency ordinance temporarily adding a number of items to the
list of items already prohibited at demonstrations, rallies, protests & similar events. The ordinance is a temporary emergency measure taken following the violence that broke out resulting in the shooting death of a demonstrator and the critical wounding of a police officer. The ordinance expires on July 31 or can be rescinded when the violence ends.
The list includes:
- large purses
- coolers
- briefcases
- backpacks
- fanny packs
- cinch bags
- luggage of any kind
- computer bags
- camera bags
- strollers, carts or any vehicle propelled by humans, electricity, or mechanical means
Exceptions:
- Medical devices and vehicles medically necessary for the immediate assistance of the person utilizing these devices.
- Essential equipment for members of the media.

What about wheelchairs? Insulin?
Medical devices are an exception.
Purses are prohibited?
Purses under 12 inches by 6 inches by 12 inches are permitted.
Media can’t bring equipment?
Essential equipment for any reporter for broadcast, electronic or printed media operating in a professional capacity for communication to the public is allowed.
What if I’m leaving work downtown?
Restrictions only apply to protesters attending or participating in a demonstration, rally, protest, or public assembly on public property, public street, or public sidewalk, or within 25 feet of such property.
What about bikes?
Bikes are prohibited under the ordinance as a vehicle propelled by humans.
When does it go into effect?
The ordinance is effective now and expires on 7/31 or can be rescinded by a declaration of the Mayor, whichever occurs first.
Why didn’t you give notice and take public comment?
It was an emergency item that the city council was able to hear per NRS 241.020(3) that allows immediate emergency actions. We did tweet yesterday that the item was being added.
