New Alcohol Delivery License Category

Two new licenses are available for businesses that qualify.

On January 20, 2021, Las Vegas City Council approved a new alcohol delivery license category. The principal intent of the bill is to expand the ability of various off-premise alcoholic beverage licensees to deliver alcoholic beverages, subject to appropriate safeguards.

Both of the licenses in this new category are privileged licenses and require City Council approval. For questions regarding the application process, email license@lasvegasnevada.gov

Ancillary Internet Sales Liquor License

The ordinance expanded the existing Ancillary Internet Sales Liquor License to allow retailers other than grocery stores with “off-sale” liquor licenses to sell to consumers online and deliver to customers. This specific ordinance only applies to businesses with a liquor license type that allows alcohol to be purchased for “off-sale”. “Off-sale” means the sale of alcoholic beverages in original manufacturer sealed containers. 

Starting Jan. 24, 2021, the following Off-Sale Retail Liquor License holders can apply for the new Ancillary Internet Sales Liquor License:

  • Package Liquor (grocery stores, liquor stores, convenience stores, gift shops, drugs stores)
  • Beer Wine Cooler Off-Sale (grocery stores, convenience stores, gift shops, drug stores)
  • Taverns (category L16 only)
  • Urban lounges
  • Brew pubs
  • Craft distilleries
  • Wineries

Alcohol Delivery Support Service

The ordinance also created a new liquor license to allow a third-party delivery company to obtain an Alcohol Delivery Support Service License. This license authorizes a person to deliver alcoholic beverages on behalf of a retail establishment that sells alcoholic beverages for off-premise consumption. The retailer establishment licensed for the off-premise sales must also hold an Ancillary Internet Sales Liquor License to offer and sell such beverages by telephone, internet or other electronic means. 

Temporary COVID Business Programs 

If a business within city limits does not qualify for this new category, the business may still qualify for temporary programs that are in effect until July 1, 2021 as a result of the pandemic. We have the following time-limited permits for restaurants with liquor licenses.

Liquor Delivery with Meals: A temporary administrative action that allows a restaurant with a liquor license to deliver meals with alcoholic beverages sealed by the manufacturer after obtaining a Time-Limited Alcohol Delivery with Meals Permit. 

Curbside (Take-Out) Liquor with Meals: A temporary administrative action that allows a restaurant with a liquor license to allow curbside pick-up (Take-Out) of meals with alcoholic beverages sealed by the manufacturer after obtaining a Time-Limited Alcohol Curbside (Take-Out) with Meals Permit.

  • Allows restaurants providing meals to deliver meals with liquor or curbside (take-out) liquor with meals
  • Only restaurant staff may deliver to consumer, alcohol delivery support service activity is not authorized under this permit
  • Can only sell type of alcohol that they are currently licensed for
  • Alcoholic beverages must be in the manufacture’s sealed container
  • $100 one-time processing fee per permit
