Las Vegas City Council will meet on Wednesday, October 21, at 9 a.m. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live. 

Agenda Item 9 – Huntridge Theater: City Council will vote on a proposed settlement in which a third party will rehabilitate the Huntridge Theater. On October 29, 2019, the city intervened in State of Nevada, Commission for Cultural Centers and Historic Preservation v. Eli Mizrachi, et al., Eighth Judicial District Court Case No. A-14- 696982-C. This matter involves a dispute over the renovation of the Huntridge Theater. The parties have reached a proposed settlement in which a third party will rehabilitate the Huntridge Theater. Although the city will not contribute any funds under the Settlement Agreement, the City will supervise and monitor the rehabilitation of the Huntridge Theater.

Agenda Item 11 – Cashman Center: City Council will vote on a Reinstatement of Exclusive Negotiation Agreement with GJTRC Holdings, LLC for the negotiation of a master development agreement regarding the redevelopment of Cashman Center. GJTRC Holdings LLC, which is an affiliate company of The Renaissance Companies, Inc. (Renaissance), desires to acquire Cashman Center and additional property in close proximity to Cashman Center for the development of a mixed-use real estate development project. This First Amendment to Reinstatement of Exclusive Negotiation Agreement extends the exclusive negotiation rights of Renaissance for a period of six months, through April 15, 2021. During this time period, Renaissance will complete conceptual master planning including a first phase development plan, and will negotiate the terms of a potential master development agreement.

Agenda Item 17 – Health Services for Respite Center: City Council will vote on a modification to the contract for health services for the new Respite Center. This contract was awarded on July 23, 2020, by the Acting Purchasing Manager and subsequently ratified with Modification No. 1 by City Council on September 2, 2020. The contract is for operation of a respite care shelter providing medical services and refuge for the area’s homeless population. The contract not-to-exceed amount was $159,216 and the contract term was for July 1, 2020 through September 15, 2020. Modification No. 2 was awarded by the Finance Director on September 8, 2020 and extended the contract performance period through September 30, 2020 at no cost. This Modification No. 3, awarded by the Acting Purchasing Manager on September 30, 2020, extended the contract performance period through November 30, 2020, changed the nurse staffing levels, and increased the contract not-to-exceed amount by $350,000 from $159,216 to $509,216. This item is exempt from the competitive bidding process pursuant to NRS 332.115.1(b), Professional Services. NurseCore Management Services LLC dba NurseCore Las Vegas is located in Las Vegas, Nevada.

Agenda Item 40 – Transfer of Funds to The Smith Center: City Council will discuss the transfer of up to $1,800,000 to The Smith Center for the Performing Arts (The Smith Center) from excess car rental fees. The city is the owner of the property and The Smith Center holds a leasehold interest in the property for a term of 99 years. The Smith Center entered into a triple net lease and is responsible for all the operating and maintenance costs of the premises. The Smith Center requested $1.8 million from excess car rental fees to assist with the impact of COVID-19 on the operations of the center. The Lease and Operating Agreement calls for excess car rental fees to be used first for the debt service reserve, next to repay the RDA a note for the contribution of construction costs, and then to The Smith Center for operations. This agreement would allow The Smith Center to have access to up to $1.8 million of excess car rental fees subject to formal approval by the Las Vegas City Council and the RDA Board. The city will transfer $900,000 to the Smith Center which will be paid out of the excess car rental fees and shall only be used as permitted by NRS 244A.860. Depending upon the continuing inability to operate The Smith Center due to the on-going State of Nevada restrictions on public gatherings, the city will consider future transfers of the excess car rental fees in an additional amount not to exceed $900,000. Additionally, if the time comes when the Pledged Rental Car Fees are not adequate to fund the repayment of the Bonds (as defined in the Lease and Operating Agreement), The Smith Center and the RDA Board must consent to the city having priority to retain the excess car rental fees, after paying then current debt service on the Bonds, to reimburse the city's General Fund prior to transfer to either the RDA or The Smith Center.

Agenda Item 55 – Nevada Health Link Presentation: Through this short presentation Nevada Health Link hopes to provide information in support of their mission to increase the number of insured Nevadans. Nevada Health Link, supported by the state agency, Silver State Health Insurance Exchange, is the online health insurance marketplace offering qualified health insurance plans based on income through the Affordable Care Act. The Exchange also provides eligible individuals with federal tax credits and subsidies to help cover the cost of health insurance premiums.

Agenda Item 56 – CCSD Report on Operations in City Schools: AB 469 passed during the 2017 Nevada Legislative Session requiring, among other things, the School Associate Superintendent to provide a report in person, no less than quarterly, to the governing body of each city. This quarterly report is a presentation outlining the current educational operations within the Clark County School District, specifically addressing the distance learning model. This presentation will be made by Debbie Brockett, Region Superintendent, Region 2.

Agenda Item 58 – Technology and Innovation Presentation: The presentation will be a vehicle for the Chief Innovation Officer to update the Council on emerging issues that may have an impact on the city in the areas of technology and innovation.
