Las Vegas City Council will meet on Wednesday, September 16, at 9 a.m. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live

Agenda Item 9 – Healthcare Staffing Services for Courtyard: (Abeyance item from the September 2 meeting.) City Council will vote on a contract for healthcare staffing services for the operation of the Medical Respite Care Program at the Corridor of Hope (also known as the Courtyard), on an annual basis. The bid term is one year with three one-year renewal options. This is a pilot program which will be evaluated after the first year. Exercise of option renewals will be dependent upon receipt of Federal H.U.D. grant funding. The contract will be with Varsobia Home Care Services, LLC located in Panorama City, CA. Contractual agreements will provide options for up to four contract renewals at a fixed annual costs. Total potential costs could reach $5,690,880 over four years if all renewal options are exercise.

Agenda Item 15 – Neon Museum Archives and Collections Management Center: City Council will vote on the ratification of funding allocation after the Commission for the Las Vegas Centennial approved a $300,000 funding request at its July 27, 2020 Commission Meeting for the creation of an Archives and Collections Management Center. The funding will cover a dedicated HVAC system with temperature and humidity control, low emission LED overhead lighting, humidity and temperature readers/loggers, a fire suppression system, fireproof, waterproof and acid free storage containers, pest monitoring, work tables and various bookcases and shelving units.

Agenda Items 30 & 31 – Harris Marion Park: City Council will vote on agreements with the Bureau of Land Management for the Harris Marion Park and Trailhead Improvements project. The new park will be located on the east side of the Las Vegas Wash Trail at Marion Drive between Harris Avenue and Bonanza Road. The total amount of funding for the project shall not exceed $3,700,000.

Agenda Item 33 – ReInvent Schools Las Vegas AmeriCorps Program: City Council will vote to approve a grant from Nevada Volunteers in the amount of $381,868 for 56 AmeriCorps members that will support ReInvent Schools Las Vegas. The ReInvent Schools Las Vegas AmeriCorps Program will have 56 half-time and reduced half-time AmeriCorps members provide academic and social-emotional interventions in 14 elementary schools designated as one- and two- star in Las Vegas. The Nevada Volunteers investment of $381,868 will be matched with RDA Education Set-Aside funding in the amount of $210,091 which is a 35% match. The project period and the budget period are for a one-year period of time, based on Nevada Volunteers’ Grant Award from the Corporation. The one-year period of time is from September 1, 2020 up to and including August 31, 2021.

Agenda Item 34 – Fall 2020 Youth Enrichment Programming: City Council will vote to approve an additional grant award in the amount of $30,000 from PACT Coalition for youth enrichment programming during the 2020 Fall semester. Granted funds will be used to purchase educational, recreational and additional supplies to increase youth engagement. Supplies will be used to enhance childcare curriculum for youth enrichment programming during the fall semester of 2020. The childcare curriculum will have a social-emotional learning component, an educational component, a recreational component and a component to increase protective factors.

Agenda Item 35 – New Court Administration: City Council will discuss and vote on the ratification of Jack Eslinger as the Court Administrator. Eslinger has been with the city for over 20 years as a Deputy City Attorney and Human Resources Manager. He has also served on the faculty of Nevada State College, University of Phoenix and UNLV College of Business as a part-time instructor. Eslinger holds a Masters degree in Business Administration from the University of Mississippi, and a Juris Doctorate from the UNLV William S. Boyd School of Law. He brings a wealth of management experience, leadership and knowledge to the Court.

Agenda Item 36 – LVPPA Agreement: City Council will discuss and vote on a new one year collective bargaining agreement between the Las Vegas Police Protective Association (LVPPA) and the city.

Agenda Item 37 – Fact-Finder for the Las Vegas Peace Officers Association: City Manager Scott Adams will give a report to City Council regarding the Report and Recommendations of the factfinder for the Las Vegas Peace Officers Association and the city. The LVPOA and the city recently participated in non-binding fact-finding, pursuant to NRS 288.200. On August 10, 2020, the fact-finder issued a report and recommendation. Pursuant to NRS 288.200(8) the city shall hold a public meeting to discuss the issues the parties submitted to fact-finding; the report of findings and recommendations of the fact finder; and the overall fiscal impact of the findings and recommendations, which must not include a discussion of the details of the report. NRS 288.200(9) requires the chief executive officer of the City to report the fiscal impact of the findings and recommendations.

Agenda Items 38  & 39 – Circa Las Vegas: City Council will discuss and vote on a change of ownership and non-restricted gaming license for Circa Las Vegas.

Agenda Items 40  & 41 – Strong Start Academy at Wardelle: City Council will discuss and vote on resolutions regarding the development, construction and operation of the Strong Start Academy at Wardelle located at 2950 East Bonanza Road.

Agenda Item 42 – Affordable Permanent Veterans Housing: City Council will discuss and vote on a resolution directing the State Department of Business and Industry to transfer $20,000,000 in 2020 State Private Activity Bond Volume Cap to Veteran’s Village for the acquisition and rehabilitation of two hotels to be used for affordable permanent veteran’s housing, which will consist of 44 units located at 2512 E. Fremont St. and 56 units located at 2028 E. Fremont St. The city receives an annual Private Activity Bond Volume Cap allocation from the State of Nevada Department of Business and Industry that can be used to finance affordable rental housing developments, single-family mortgages, and industrial development projects. In 2020, the city has been allocated $ 33,939,689.05 to finance affordable rental housing projects to be approved by City Council on or before September 16, 2020. The city is now allocating $20,000,000.00 to finance the acquisition and rehabilitation of 100-units of affordable housing at 2512 East Fremont Street and 2028 East Fremont Street. This development will accommodate families earning 30-60% of the area median income (AMI).

Agenda Item 42 – Multi-Family Risk Reduction Program: City Council will discuss and vote on a resolution adopting the Multi-Family Risk Reduction Program that will implement a routine inspection program for residential rental properties to verify compliance with all adopted codes and regulations specific to fire, life safety and housing and habitability standards adopted within the State of Nevada, Clark County and the city of Las Vegas. In response to the risks of fire and casualty that exist in buildings that were built under previous building codes and lack fire prevention and safety measures found in currently adopted codes, the Multi-Family Risk Reduction Program has been created to protect the health, safety, and welfare of the public. The Multi-Family Risk Reduction Program seeks to provide additional inspection and enforcement of building and fire codes in residential rental buildings, as well as provide ongoing awareness and education to property owners, inspectors, and renters about safety and minimum housing standards to encourage proper maintenance and use of rental housing, so as to promote safe, affordable housing to the citizens of Las Vegas.

Agenda Item 64 – Volunteers In Parks Program: City Manager Scott Adams Greg A. Weitzel, Director, Department of Parks and Recreation, and Mauricia M.M. Baca, Executive Director of Get Outdoors Nevada, will give a report to City Council on the volunteer activities at the Las Vegas Healing Garden and a new Volunteers in Parks (VIP) initiative, which is a new engagement program of volunteers in parks throughout the city’s parks system.

The city of Las Vegas has partnered with Get Outdoors Nevada (GON) on an engagement program for the Las Vegas Healing Garden that included coordinating a citizen-driven committee, serving as the fiscal sponsor, overseeing volunteers, and organizing special events. Parks and Recreation is continuing this partnership and adding a new engagement program of volunteers in parks throughout the city. GON will coordinate a minimum of two volunteer events per ward per year and develop a database of volunteers that will be shared with each ward.

Agenda Item 66 – Report from Working Group to Address Homelessness Committee: City Manager Scott Adams will give a report to City Council on the recommendations by the Working Group to Address Homelessness Committee. During the 2019 Legislative Session, Assembly Bill 73 (AB73), one of the city’s bill draft requests, was passed. The bill created a working group to address homelessness (Committee) within southern Nevada. Yolanda King, County Manager, is the chair and Scott Adams, City Manager, is the vice-chair of the Committee. The Committee met from October 2019 through September 2020 and heard presentations from many local and state agencies and a host of local community partners with direct impact on homelessness. As part of the requirements in AB73, the report and recommendations must be presented to each participating local jurisdiction for action via a public hearing on or before October 1, 2020. The report and actions from each local jurisdiction will then be submitted to the Legislative Counsel Bureau for potential discussion during the 2021 Legislative Session.
