Redevelopment Incentive Programs Expanded

Improving Safety for Local Businesses

Business Security Program (BSP)

The Business Security Program helps business owners improve safety by reimbursing up to $5,000 for new or enhanced security systems, including cameras, lighting and other protective measures.

Since the program launched last year:

  • Seven businesses have already been reimbursed.
  • Seven additional businesses are currently completing upgrades. 


Updates to the program include:

  • Buildings without retail storefronts;
  • Tattoo shops, which were previously ineligible.

These changes ensure more business owners can access support to protect their investments and employees. 

 

Enhancing Commercial Corridors and Building Appearance

Commercial Visual Improvement Program (CVIP)

The Commercial Visual Improvement Program encourages property and business owners to enhance the appearance of their buildings, contributing to stronger commercial corridors and neighborhood pride.

Since 2015:

  • The city has invested $2.37 million.
  • That investment has leveraged nearly $29.9 million in private funding.
  • For every $1 the city invests, $12.59 is invested privately.

Program updates include:

  • Increasing the maximum incentive from $25,000 to $50,000;
  • Creating a targeted area, in the Historic Westside, where matching funds may not be required;
  • Providing a clearer definition of what qualifies as a “significant improvement”;
  • Updating zoning language to include form-based code;
  • Expand eligibility to include tattoo establishments;
  • Clarifying permitting and entitlement requirements.

These updates are designed to make the program more accessible while ensuring improvements align with city standards and long-term planning goals. 

 

Supporting Quality Housing Through Renovation

Multifamily Residential Renovation Improvement Program

The Multifamily Residential Renovation Improvement Program provides financial assistance for substantial interior and exterior rehabilitation of existing multi-family properties and commercial-to-residential conversions.

Since 2017:

  • The city has invested $1.45 million.
  • That investment has leveraged more than $12.4 million in private funding.
  • For every $1 invested by the city, $8.59 is invested privately.

Updates to the program include:

  • Increasing eligibility to properties with five or more units chaning eligibility from four units to five units minimum;
  • Requiring a minimum investment of $30,000 per unit;
  • Ensuring units are leased to individuals or families for at least 12 months;
  • Excluding single-family home conversions and mass leasing contracts;
  • Adding a clear definition of what qualifies as a residential unit.

These changes help ensure public investment supports quality housing that serves residents over time. 

 

New Program to Activate Commercial Spaces

Tenant Improvement Program (NEW)

To further support business growth and commercial occupancy, the city introduced a new Tenant Improvement Program that provides rebates for interior build-outs in commercial properties.

Key features include:

  • Rebates of up to 10% of qualified tenant improvement costs;
  • Maximum rebates of:
    • $50,000 for spaces between 2,500–4,999 square feet;
    • $95,000 for spaces 5,000 square feet and larger;
  • Minimum lease term of five years;
  • Requirement to have two of three: 10 verifiable jobs, invest $20 per square foot and/or a minimum of 2,500 square feet;
  • Requirement to create 10 verifiable jobs;
  • Ability to offer multiple incentives per building.

Certain uses, including industrial properties, cannabis-related operations and businesses requiring privilege licenses, are not eligible. This new program is designed to help activate vacant or underutilized spaces while supporting job creation and long-term commercial stability.

 

Investing in Long-Term Community Growth

Together, these incentive programs demonstrate how strategic public investment can unlock private funding, improve safety and aesthetics, support housing quality and strengthen local businesses. By refining and expanding eligibility, the city of Las Vegas continues to ensure its redevelopment tools are responsive, equitable and aligned with community needs.
